Minister of the Digital Economy andInnovation (MENI)
The Ministry of Digital Economy and Innovation of Djibouti is responsible for promoting and developing the digital sector and innovation in the country.
Its mission is to make Djibouti a major player in the digital economy in Africa and globally.
The ministry consists of several directorates and services, which work together to achieve these objectives. It is responsible for implementing the government’s digital and innovation policy, as well as coordinating the actions of various sector stakeholders.
The MENI aims to develop the country’s digital infrastructure, promote entrepreneurship and innovation, enhance the digital skills of the population, and foster digital inclusion for all.
The ministry also works to strengthen regional and international cooperation in digital and innovation by forming partnerships with public and private actors worldwide.
Among its recent achievements, MENI has launched the Startup Djibouti initiative, which aims to support and promote startups in the country.
It has also established incubation and acceleration programs to support entrepreneurs in their journey.
Convinced that digital and innovation are essential drivers of economic growth and sustainable development, the ministry is committed to the digital transformation of Djibouti’s economy by promoting the adoption of new technologies and encouraging innovation in all sectors.

AMONG THE INITIATIVES OF MENI IN FAVOR OF INNOVATION AND THE DJIBOUTIAN STARTUP ECOSYSTEM:
Establishment of the Youth Investment
Fund (YIF)
The YIF is an investment fund with a capital of 10 million dollars, aimed at supporting innovative projects led by young Djiboutian entrepreneurs. This fund aims to promote job creation and stimulate economic growth by encouraging entrepreneurship and innovation.
Establishment of the Entrepreneurship and Innovation Support Program (EISP)
The EISP is a support program for startups and innovative SMEs aimed at enhancing their competitiveness and fostering their development.
This program offers personalized support to entrepreneurs, as well as access to funding and training.
Establishment of the Djibouti Innovation and Entrepreneurship Center (DIEC)
The DIEC is a space dedicated to innovation and entrepreneurship, offering support services, training, and networking opportunities to startups and SMEs.
The DIEC aims to foster the emergence of innovative projects and contribute to the development of the Djiboutian startup ecosystem.
Organization of the Djibouti Entrepreneurship and Innovation Forum (DEIF)
The DEIF is an annual event that brings together stakeholders from the Djiboutian startup ecosystem, as well as investors and international experts. This forum aims to promote entrepreneurship and innovation, facilitate exchanges and partnerships, and enhance the visibility of the Djiboutian startup ecosystem.
It offers a comprehensive ecosystem to support the implementation of Entrepreneurship and Innovation initiatives.
In collaboration with multiple ecosystem actors, it aims to foster an environment conducive to entrepreneurial growth and innovation.
